When you first venture out into the irradiated ruins, it's the raiders you're most likely to encounter. These aren't some organized military force with clear objectives. No, these are nomadic bands of outlaws, thugs, and general ne'er-do-wells, driven by a primal hierarchy of pure ruthlessness. Their power comes not from sophisticated strategy, but from sheer numbers, sadistic aggression, and a terrifying lack of empathy. They'll attack anyone, anytime, for pretty much any reason – a bottle cap, a scrap of food, or just for the sheer, twisted pleasure of it.

It's easy to dismiss them as simple brutes, and honestly, many of them are. Heavily strung out on chems like Jet and Psycho, their behavior is erratic, their minds often lost in a haze of paranoia and bloodlust. You'll see them preying on the weak, terrorizing travelers, extorting settlements, and engaging in kidnapping for ransom. Their methods can be… unpleasant, to say the least. Torture, flaying, burning alive – these aren't abstract concepts to them; they're tools of the trade.

But even within this chaos, there's a semblance of organization, albeit a grim one. Most gangs operate with a simple structure: a leader, usually the most brutal and powerful, at the top, with weaker members following orders. Their strongholds can range from makeshift camps to sprawling, rusted collections of ships like Libertalia. From these bases, they launch their raids, picking off lone wanderers and poorly defended settlements. It's a constant struggle for survival, and for many, raiding is the only way they know how to get by.

Interestingly, amidst the madness, you can sometimes catch glimpses of something more. Idle chatter might reveal a flicker of doubt, a hint of conscience struggling against the tide of their chosen lifestyle. It suggests that perhaps not all of them are lost causes, that some might still remember a time before the Wasteland chewed them up and spat them out. But for the most part, they remain the scourge, a volatile and dangerous element that players must contend with throughout their journey in the Commonwealth.
